Pre-Qualifying a Cleaning Sub: Documents That Prevent Day-One Delays
Cleaning is usually bought late and needed fast. Collect these documents at award, not the day the crew shows up.
The problem this solves
The cleaning sub is awarded late in the job, and on day one the crew can't start because the COI is missing the right endorsements, or there's no safety program, lift training or W-9 on file.
Insurance
- Certificate of insurance with general liability, auto, workers' compensation and umbrella at the limits your contract requires
- Additional insured endorsements for ongoing and completed operations (commonly ISO CG 20 10 and CG 20 37 or equivalent), if your contract requires them
- Primary and non-contributory wording and waiver of subrogation, if required
- The project owner and any other required parties named exactly as the contract lists them
Safety
- A written safety program and hazard communication program, with safety data sheets for every chemical
- OSHA 10 or 30 training for the site lead
- Training for mobile elevating work platform (lift) operators, if lifts will be used
- Experience modification rate (EMR) and OSHA logs, if your prequalification requires them
Payroll and paperwork
- W-9
- Ability to run certified payroll. On public work in Illinois the state Prevailing Wage Act applies. Federal and federally funded work may fall under Davis-Bacon. Iowa and Wisconsin don't currently have general state prevailing-wage laws for public works, but federal requirements can still apply.
- State registrations or local licenses where your jurisdiction requires them
References and fit
- Two or three GC references on similar building types
- Crew size available on your dates
- Name of the site lead who will be on your job
